ONLINE Application is invited from Willing and ELIGIBLE candidates for direct recruitment by selection in Level2 of Pay Matrix 7th CPC against Cultural Quota for the year 2017­18 in Northern Railway through website i.e. www.rrcnr.org.

Notified posts are open to all candidates and candidates belonging to SC/ST/OBC categories who apply against this notification will be extended relaxation as admissible in a general open market recruitment. However, in case of being selected with any relaxation on account of being a candidate from the above categories, he/she will be taken against reserved roster point.

Merely Registering/filling up online application on RRC website does not entitle the candidate being eligible for Written Examination. Candidature of the applicant is provisional at all stages of selection process subject to fulfilling the eligibility conditions. Candidates are advised in their own interest to submit Online Application much before the closing date to avoid possibility of any failure to submit application due to heavy load/jam on website.

1.0 Details of Post, Qualification :

(i) 12th (+2 stage) or its equivalent examination with not less than 50% marks in the aggregate. 50% is not to be insisted upon in case of SC/ST/Ex-SM and where candidate possess qualifications higher than HSC such as Graduation/Post Graduation.
(ii) Candidate should possess Degree/Diploma/Certificate in Dance (Kathak) for Classical Dancer (Kathak) & Key Board/Harmonium for Key Board Player from Govt. Recognized Institute.

Desirable Qualification:-
(i) Experience in the field and performance on AIR/ Doordarshan etc. (ii) Prizes won at National Level.

2.0 Age limit (Age as on 01.01.2018) :
The candidate should be aged between 18 to 28 years as on 01.01.2018. The upper age limit is relaxable for 05 yrs in case of SC/ST candidates & 03 yrs in case of OBC candidates.
Serving Railway Employees on completion of 03 yrs regular Railway Service are eligible upto 40 yrs of age for UR, 45 yrs of age for SC/ST & 43 yrs of age for OBC. Relaxation in upper age limit is applicable as per the extent rules.
3.0 EXAMINATION FEE : Examination fee is to be paid through ONLINE MODE and Service Charge as applicable will be borne by the candidate. Candidates to note that RRC/NR is not responsible for incomplete or pending online examination fee transaction for whatever reason. In such case candidate need to proceed with fresh/new transaction of payment of examination fee.
(i) For all candidates except those mentioned in sub-para (ii) below: Rs. 500/- (Rupees Five Hundred) only through Online Payment in favour of RRC/NR. The examination fee is not refundable under any circumstances.
(ii) For candidates belonging to SC/ST, Women, Minorities and Economically Backward Classes: Rs. 250/- (Rupees Two Hundred Fifty) only. Examination Fee will be refunded to these Categories of Candidate only when they actually appear in the Written Examination.
(iii) Candidate to note that in case of refund of Examination Fee it will be transferred back to the source from where it is received in RRC Account

NOTE:- ‘Minority’ means Muslims, Christians, Buddhists, Zoroastrians (Parsis) & Sikhs. Economically Backward Classes will mean those candidates whose family income is less than Rs. 50,000/- per annum.

The following officials are authorized to issue income certificate for the purpose of identifying Economically Backward Classes :
(a) District Magistrate or any other Revenue Officer up to the level of Tehsildar.
(b) Sitting MP of Lok Sabha for persons of their own constituency.
(c) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways.
(d) Union Minister may also recommend for any persons from anywhere in the country.
(e) Sitting MP of Rajya Sabha for persons of the District in which the MP normally resides.

The income certificate issued by the authorities mentioned above must be as per format given as Annexure on RRC website. This will have to be issued on the letterhead of the issuing authority.
4.0 Scheme for recruitment : The recruitment process shall consist of the following
(a) Written Test (Objective type) 50 marks
(b) Assessment of Talent in the relevant field on the basis of
    (i)  Practical demonstration 35 marks
    (ii) Testimonial/Prizes etc. 15 marks

Total 100 marks
5.0 Medical Examination :
Candidates recommended for appointment will have to pass the requisite medical fitness standards prescribed for the post to be identified by the Northern Railway Administration.
6.0 Period of Probation - 2 years.
7.0 Period of Training – The selected candidate will be required to undergo training as per the requirement of the post on which he/she has been selected.
8.0 Details of Agreement/Security Deposit/Bond to be signed :
Selected candidates shall be required to execute an agreement.
9.0 PLACE OF POSTING :
Selected candidates will be posted over Northern Railway.
11.0 Proficiency in Typing Skill :
The persons appointed against Cultural Quota to the category of Clerk will be required to possess proficiency in Typing within a period of Two years from the date of appointment, and their appointment will be provisional subject to acquiring the prescribed typing qualification within the stipulated period. (Board’s letter No. E(NG)II/98/RR-2/7 dated 03.03.1999).
12.0 General Instructions :
(i) Merely Registering/filling up online application on RRC website does not entitle the candidate being eligible for Selection process. All the recruitments against Open Advertisement quota shall be at the minimum of scale of pay in the Pay Matrix.

(ii) Specific post and place of posting will be decided by the Northern Railway administration at the time of offering appointment to the selected candidate.

(iii) No post is reserved for SC, ST, and OBC, However the candidates claiming to belong to SC/ST/OBC communities are required to upload copy of self attested Caste Certificate issued by Competent Authority.

(iv) Railway Administration reserves the rights to recruit eligible candidates at any place.

(v) The decision of NR administration on all matters relating to eligibility, place, date, mode of selection, acceptance or rejection, recommendation of post, place of posting, grade etc. shall be final and binding on the candidates.

(vi) The short listed eligible candidates may be required to stay for more than 1 day at the examination and proficiency test venue for the selection procedure for which they will have to make their own arrangements.

(vii) Candidates already employed in Govt. Service should submit Online Application with NOC from the Employer, without which application shall be summarily rejected at any stage.

(viii) The candidature of the applicants shall be liable to be rejected at any stage of recruitment in case of concealment of any fact, which is in contravention to the above laid down conditions. The decision of the Railway Administration shall be final and binding on the candidates.

(ix) Travel Expenses: SC/ST candidates alone will be issued with II-Class Free Pass for their journey from their nearest Railway Station to the venue of Written Examination. Others will have to make their own arrangements. No reimbursement of travel expenses will be made on any account. No TA/DA/Accommodation will be given for appearing in the selection procedure. Applicant will have to bring their own Cultural Uniform or Musical Instrument. The Railway Administration will not provide these things to the candidates at the time of practical demonstration.

(x) The Railway Administration reserves the right to fix any date, as deemed suitable, change place or postpone examination/proficiency test (at its own convenience), or even cancel the same due to unforeseen circumstances against which no claim will be accepted. No request for change of date &venue will be entertained.

(xi) Candidates should bring all documents uploaded with ONLINE Application Form in Original along with one set of self attested photo copies (Date of Birth Matriculation or Equivalent Certificate, Educational Qualification, Cultural Qualification, Caste Certificate etc.) on the day of proficiency test/document verification without which they will not be allowed appear in the selection. Certificates in languages other than English or Hindi Should be accompanied by a self attested translation in English/Hindi.

(xii) Candidate should be in readiness to appear for the written test/proficiency test etc. at short notice after the last date for submission is over.

(xiii) Candidate’s admission at all stages of the recruitment will be purely provisional subject to satisfying the prescribed eligibility condition.

(xiv) Candidate recruited against Cultural quota shall be terminated from service, if the information and documents furnished by him/her for recruitment are found incorrect/ fake at any stage.

(xv) No candidate should attempt impersonation or take the help of any impersonator at any stage of the selection process. Such candidates will be debarred for life from appearing in all RRB/RRC examinations or any appointment in Railways. In addition, legal action may be taken against the candidate.

(xvi) Any material suppression of facts or submitting of forged certificates/caste certificate by a candidate for securing eligibility and/or obtaining privileges, including fee exemption for appearing in the selection trial shall lead to rejection of his/her candidature for the particular recruitment for which he/she has applied. Further, he/she will also be debarred from all examinations conducted by all RRB/RRC over the country.

(xvii) Candidates who have been debarred for life from all RRB/RRC examinations or candidates who have been debarred for a specified period which is not yet completed need not apply in response to this employment notice. Their candidature will be rejected during any stage of recruitment as and when detected.

(xviii) Any subsequent changes in the terms and conditions of the Employment Notice as per extant rules will stand good. RRC reserves the right to consider/incorporate any subsequent changes/ modification/additions/cancellation in the terms & conditions to recruitment under this Employment Notice as and when applicable.

(xix) RRC reserves the right to reject the candidature of any applicant at any stage of the process of recruitment, if any irregularity/ deficiency is noticed in the application.

(xx) For any Legal Dispute, the Jurisdiction will be at New Delhi only.

(xxi) In the event of any dispute about interpretation or any mistake, the English version will be treated as final.

(xxii) Canvassing in any form, misbehaviour or misconduct will lead to summary rejection and cancellation of candidature and no correspondence will be entertained in this matter.

(xxiii) Candidates to note that all relevant certificates of education, Cultural qualification and Caste Certificates etc. are to be uploaded with online application form. Original Certificates are not to be sent to RRC/NR and same are required at the time of Document Verification/Proficiency Test failing which applicant shall not be allowed to participate in the selection process.

(xxiv) Candidates are advised to keep their Mobile No & Email ID active as given in teh Online Application during the recruitment process as all important messages will be sent by Email or SMS and will be deemed to have been read by the candidates.

(xxv) Test shall be held in Delhi and the medium of the examination is Hindi or English.
13.0 Invalid Application:-Any of the following deficiencies/discrepancies found in the online application form and documents submitted by the applicant will render the application invalid / rejected:-
(i) Application not in prescribed format and incomplete or illegible application.

(ii) Applications without photograph, LTI impression, unsigned application/ Signature in capital or different signature at different places during the selection process.

(iii) Applications without Examination fee or less fee.

(iv) Applications without proof of date of birth, educational qualifications, Cultural Qualification & Caste Certificate etc as applicable.

(v) Over age or under age, date of birth not filled or wrongly filled,

(vi) Self-attested photocopies of requisite certificates not uploaded.

(vii) Not having requisite educational qualification & Cultural qualification at the time of applying.

(viii) Application which are filed in a language other than English or Hindi.

(ix) Any other irregularities which are considered invalid by RRC.
14.0 MISCELLANEOUS :
(i) Railway Administration will not be responsible for any inadvertent error in the advertisement RRC website would be primary and main source of contact with the candidates for various information during the process. Candidates whose application/candidature will not be intimated by post.

(ii) This Employment Notice is also available in RRC Website. English version shall be applicable in case of any ambiguity/ dispute in two versions.

15.0 HOW TO FILL UP THE APPLICATION : Steps to be followed while registering the ONLINE Application

Click on the “Cultural Quota ONLINE/E-Registration/filling Application.
Information to Candidate
Candidate Registration – Fill the detail i.e Name, Community, Category, Mobile No., Email ID & Date of Birth and submit. On successful registration candidate will get Password for login subsequently using Email ID.
Pay Online Fee & on successful transaction “Candidate Dashboard containing Application Form, Upload Photo/Signature/Thumb Impression and Application Details/ Print will appear”.
Enter the examination fee payment transaction ID, verify it and fill the Application Form.
Save Detail, Edit if required and then finally save detail.
Candidate Dashboard appears again containing Application Form, Upload Photo/Signature/Thumb Impression and Application Details/ Print.
Now click on upload Photo link in the “Candidates Dashboard” and upload Photograph, Signature & Thumb Impression having size 10 to 50KB in jpg format & Save Images and upload certificates like :- educational & cultural qualification, caste certificate etc. Now candidate can take print of application & Fee payment slip for candidate purpose record only.
16.00 (a) Enclosures to be uploaded with the Online Application :-
Applicant must upload following documents/certificates with the online application failing which application will be rejected.

a. Proof of Date of Birth (10th or Matric pass certificate).
b. Proof of Essential Educational & Cultural Qualification prescribed for the post.
c. In case of candidates belonging to SC/ST/OBC/Minority/Economically Backward/PWD etc Certificate in prescribed format as per Annexure available on RRC website i.e. www.rrcnr.org
Original Certificates are not to be attached. Railway administration or RRC will not be responsible for loss of original certificates, if any, enclosed by the candidate.
